The Creator Resources page has a lot of good suggestions on where to start if you want to start creating things.
For 2d animation, I'd recommend Opentoonz since it's free. Krita is also a good option since they added features that allows animation so it doubles as an art and animation program, so I think it'd be nice to check it out.
For 3d animation, I hear a lot of people are using blender since it's good and free. I think Blender can also be used for 2d animation but I'm not sure, didn't really check it out myself.
